A dragon (?) or some other higher being of sorts. According to scanners it registers as a portal.. affectionately dubbed “Mr. Wiggles” by the city locals. It seems lethargic, keeps its distance, and disappears for many weeks at a time but always returns. Some have claimed to see a shadow of something similar looking- but not quite this creature on the distant horizon. Despite being able to change its size and length at will, it tends to keep itself on the smaller side; no bigger than a cat or dog.
