This is my rainbow Kougra, Cleotimbre (pronounced Cleo * tam * bur), who won third in her species in the beauty contest on Neopets on March 29th, 2024. She's a DJ and a lesbian. 🌈
I used photo references for the pink varsity jacket and purple converse shoes. If you look closely at her patches you will notice she has lots of Sailor Moon insignia from her favorite Sailor guardians: Uranus, Neptune, Jupiter, and Venus. And Sailor Moon's moon scepter. 🌙

Her look is inspired by a couple different Neopian artists Kougras: Karrygra (from a user that went by lacreamosa, a Russian artist who I followed as a kid back in the day and followed her dA account) and another rainbow Kougra named Frankiiepop.
I also took inspiration for Cleo's character from the lesbian rhino DJ's from Tuca and Bertie. 😊
