In the DragonGirl universe (shortcuted to DGverse), in order to become a superhero, you have to register yourself and go through ONE YEAR (this ain't no fancy smancy high school education, you get one year, idiot) training. Additionally, the minimum age can be as young as 10

However, for cases where people really want to speed up the process. whereas due to some emergency, really useful powers or discovering their powers late (DG is this last one), there is the Sidekick program. You only need one month of training for this one, and then the rest of the year is spent as a sidekick to an already established hero.

Fortunately (and unfortunately) for DragonGirl, her best friend, Felina, who, in spite of not coming from a superhuman background, got powers before her and got established as a hero before her was more than up to the challenge. DG is just a little miffed because obviously, being a Sidekick isn't that great of a role and secondly, Felina is actually younger than her.
