When you get smoked by a villain, or, int his case, almost tortured and killed, you kinda need to look them up to find out if they have any recorded weaknesses.

The ASVD has access to a villain database. And it is technically their duty to assist the hero, but there is always some beef between heroes and cops.

Luckily later on Coop becomes a reliable information source.
