In the DG universe, there are a few consistent rules that keep natural born supers different from mutation origin supers.

Mutation is like a cheat code. You get a very strong stat and all the abilities you may like. The downside?

Mutations can be unpredictable and you may result with irreversible deformation. Not only that, but your powers remain at a constant level.

Natural born supers have a slow start: their powers mature with them, and most supers unlock them at puberty.

The powers are, by no means, useless when awakened, but they are never at their full potential.

Of course, there are exceptions in some cases, but these rules are consistent enough to be considered fact.

DragonGirl, as of awakening starts with medium level super strength that slowly increases. By the time she goes past 18, she goes from Medium to High level.

And some villains, especially those that spend a lot of time in prison, may not be privi to that...
