At this time in the realm of Sigma, Vic and Tsumura are testing out the portal machine created by Prof. 'Sage Williams' (someone from the underworld who eventually gets deported to the neighbouring realm, Nexus). The portal machine will later be confiscated by Sigma Government.

Tsumura is vomiting, a side effect of portal travel, while Vic remains unaffected because his bloodline gives him the ability to withstand portal side effects. Here he is telling the two other fellows at the back there about how 'Sage' simply pushed him through the portal. Those two are private military contractors who worked alongside Vic temporarily.
