This question is a little confusing to answer, so let me clarify a few things...

You don't need a reference approved in order to use it for your own art or commissions. The only reasons you need to have a reference approved is in order to update what's visible in the masterlist. "Approval" is the confirmation of your reference having the important information we need to do nursery breedings, art appraisal, and what we look at for future transfers and revamps.

The archive is not open right now, but when the website is up and running, you will need to get your reference submissions approved in order to have it on the site. If you want to process to go smoothly, here are a few things to keep in mind when transferring your chicoon!

Palettes need to be similar, changing the saturation or modifying the warmth/coolness of a color is fine in moderation!

Rarities can't change, rarities of a chicoon must stay the same- the only way to change a chicoons rarity is with an item.

Designs must match, I'm not checking the number of freckles on a chicoons face unless it's supposed to be important. I'm sure the original reference had a lot of thought put into it, so those markings need to be respected.
