Kuamua is much of a victim as other outlanders. She wasn't a follower of Scar, her mother was! But just being her cub was enough for Simba to banish her as well. She hates being an outlander and has no respect for Zira whatsoever; but staying in the barren pride is way better than living a dangerous life as a rouge.
She had absolutely no problem changing sides during the whole Kovu shenanigans, but she is still wary of Simba...
