My interpretation of Dedede's (adoptive) dad, since I like the idea that he was raised by Waddle Dees.

King Dee was loved by everyone and did what he could to protect his people, but he was also a big softy and loved to spoil Dedede rotten.

As for how he ended up with Dedede, he was on a trip to Iceberg when a penguin egg landed on his head. He did try to locate the parents, but he could never find them. He eventually ended up raising Dedede as his heir.

Unfortunately, King Dee ended up dying from illness at some point. Dedede, being in his late teens at the time, willingly took the job in his father's stead. However, he wasn't a very good king. All that changed when Kirby came into the picture.
