In 2020, I drew this character when the Animaniacs reboot came out. I saw people making ocs inspired by the Warners which in turn wanted me make something similar. I looked at the Warners design from concept art, to the 90s designs, to the modern design. I blened those while adding certain design traits from Casper the friendly ghost's tough cousin and Muscles, Jerry's cousin. 

Reugger is a toon...something. No one knows what species he is suppose to be and he won't really give you a direct answer, he'll just tell you to fuck off. Don't ask about what is up with his eyes or else he'll give you a black eye. His job is moving crates around which his gang does as well. You don't know what he is moving and it is better not to ask without them ganging up on you. The voice claim I gave him was Baby Herman from Who Framed Roger Rabbit, a gruff voice that matches this short man.
