Louis is Digivolving and Growl is distracting Saberleomon so it doesn't get a free hit. If you can't tell, Saberleomon is using Infinity Arrow(Twin Fang). Saberleomon doesn't shout out his attacks.
Louis has a split evolution; he can digivolve to Piddomon from his rookie form or to Chaos Mode. This is how Louis digivolves to Chaos Mode(unlike Growl, Louis digiolves in the style of Digimon season 1).
