Growl: Oh, you want a piece of this?! start digivolvingGuilmon warp digivolves to-
IceDevimon: [attacks Growl while digivolving]
Louis: [digivolves] Lucemon Digivolves to...

"Prepare for the worst", that's why both digimon are digivolving.
Growl gets interrupted digivolving when the Icedevimon broke through his digivolving-shell and attacked him while digivolving(good thing he's was finish ;) ). To break through his shell while evolving, the IceDevimon must be strong.(You can see the pieces breaking away and everything:so)

Using Louis' strongest attack(Grand Cross) could be faster than digivolving, but with limited visibility, possible being slowed downed by the storm, and possibly the IceDevimon being faster and stronger than he is, it's better to digivolve to a faster and stronger monster for higher chances of winning.
