I always depict Eta as self-reliant and sure of themselves, but even the Kami of Earth feels unsure sometimes. Even the Kami of Earth feels like they are powerless to help some people, or that they can't protect their people well enough. Piccolo knows this, after all, he has basically raised TWO Kamis at this point. And just like with Dende before, he offers all the comfort he can to Eta.

(i really like how this turned out aaa I forget how much fun doing grey-scale is in traditional style until I do it haha. also piccolo is wearing casual clothes bc i like seeing him in those. he is an old man by this point he is allowed to wear old man clothes shush)
