This character is from my own world that I work on from time to time. This is Zethar, king of the dragons of Xanbu, he came to the throne at an early age after his father, Sir Aaron was assassinated by an unknown party which was found out to be from another nation ruled by the Leviathans.

Coming into power at such a young age and with a war at the same time didn't make it easy for him in which he made plenty of mistakes which made the dragons wonder if he should be allowed to be king but eventually he was able to come to his own and prove Xanbu citizens he was a great ruler in the end.
