Yeah, I am abusing the suspension of disbelief on this one.
Technically, he's not a regular cop. Cops in his division are especially trained and allowed to tackle supervillains, equipped with many MANY more tools than a regular cop, especially once they advance in rank.
The DragonGirl world does not allow non supers to be superheroes. That means no Tony Stark, no Batman and no other idiot millionaire going out to hunt crime. Instead, cops in the special "Anti supervillain division" or ASVD, are fully equipped to do that. They're much less built like cops and more built like... well an army of Batman.
Additionally since these people need to be prepped early, they follow a special training regiment similarly to military where they can enroll as early as high school.
Which many people choose not to.
