"You are the worst kind of good, cause you're not even GREAT!"

The newest designed DG villain, no thanks to a big assistance from me Brainrotting on Epic and associating a diverse amount of their songs to different series. In this case... "Ruthlessness" and "Get in the water".

Anyways, this is Devil Ray (his design is a bit distorted here since he can turn into water and change sizes like that, but he is also equipped with tech to enforce his powers. He is actually related to a different DG villain that WAS focused in one of the Smaugusts, but not fully seen. Needless to say, DG messed up majorly with that villain to summon Devil.

Devil is not a typical supervillain. He is an assassin for hire and most of his specializations come outside of super heroes, since his mix of water and tech makes him perfect for organization infiltrations. And he'd normally not bother with DG, most heroes he goes after are pro level global heroes, which DG is not.

Buuuuut... DragonGirl messed up in dealing with his son, and he found out.

Needless to say, while DG does not lose her powers when trapped in water, she can't exactly set fire to anything in that state...
