37-year-old Manuelito "Manuel" Khokipaapi was born on the Callisto Colony, New Sevastopol, located on the second-largest moon of Jupiter. His father hails from Lakȟóta (Lakota) heritage, while his mother is of Dine (Navajo) lineage.

Manuel joined the American Military at a young age, but he had a history of instigating fights. He eventually became a police officer for the Wazí Aháŋhaŋ Oyáŋke (Pine Ridge) Reservation in South Dakota, then the Naabeehó Bináhásdzo Navajo Nation, and lastly for the San Bernadino Police Department in California, but was terminated from all three due to excessive force.

He applied for, and was surprisingly selected as Head of Security for the Arc Island Colony, however, many leaders of the Arc Island Initiative expressed concerns regarding his aggressive demeanor. Nevertheless, his survival skills and resourcefulness garnered admiration from several, including Brandon and Marshawn.

He played a significant role in the First Uprising within the Colony, ultimately rising to become one of the leaders among the mutineers. Following the suppression of the uprising, President Rodrigues exiled him from the Colony along with the mutineers.

Since then, he has taken on the role of leader for a group of Exiles known as The 110 Stars, who have established their base in Nistea within the Kanoso Forest. He is engaged in a rivalry with another faction of Exiles, Los Buenos, led by Marshawn Archer, as well as with the Native Otacaian population comprising Pirates and Outlaws.
