I feel like I need to explain who's the lady fish for obvious reason, so here we go:

She's from the "Witch Doctor" music video by Cartoons, seen in one shot by 2:09 walking with what appears to be an Easter Egg of the character Fly from the danish film "Help! I'm A Fish" in a baby stroller, likely as a homage to the fact that the group contributed to the OST of the animated movie with a song titled "Wobble-Di-Bobble-Di-Doo".

Basically, the joke here is that Fly as a fish looks like the love child of Rayman & Crash Bandicoot. The lady fish is added to explain why he's a fish in the first place.
