I know I've been inspired by TADC a lot but, Javier is closer to Bugs Bunny in terms of what inspired me and his general attitude.

He's also an example of what happens when people with completely different totems in their family history or as their current one, marry: The child inherits visual traits, but spins the roulette on the totem they get. No weird hybrids here.

In this case, Javier's maternal side have Greenland Sharks as totems, which lead to his funny teeth.

And yes, his hair is natural. There are some folks who will fully be born with the white hair gene completely covering their hair. His "freckles" are just a form of vitiligo tho.
