Hosts
So for starters, we need a place to host your site !!Now you could find ur own host and domain and all that stuff, but for a personal site where you're just starting out? It's probably best to just stick to the current free hosts we have (although limited) !!
For hosts we have (note all current hosts listed have built in IDEs [Integrated development environment]) :
- Neocities
The most commonly used host for personal sites. The coding UI is super bare bones and it's all run by 1 guy !! The file management system is also pretty crappy, but it gets the job done - Nekoweb
The lesser known of these two. It has a lot more when it comes to file organization and coding UI, but I haven't seen people use it to its full extent as of yet, as it's pretty new. It also has a small team working on it !! - Spaces
A free website host from the creators of W3Schools themselves !! - Yay.box
almost instantly start hosting ur site for free !! - Glitch
Good if you want to make a site without doing anything off ur browser :3 - Netlify
A bit more advanced but still has drag and drop capabilities for adding ur own folders
Programs
To code, you'll probably want a program or site to work on the code WITH. For these I've just got a couple of the most popular, and what I personally use !!- Visual Studio Code
Suggested by a commentor. A great IDE with a large amount of features and customizability options !! - Atom
Suggested by a commentor. An open source IDE with a lot of features to offer. Updates have been discontinued on them however - NotePad++
I really like this for editing larger scale parts of my website like my gallery page or blog. It's also a good program to save a copy of your code to so you always have a backup !! - Neocities, Spaces's or Nekoweb's code editor
I personally only use this one when I have super minor changes to make like status updates / website updates, and even then, it's good practice not to edit live code if you can help it !! - Code Pen
Now this is what I use the most as a very visual person. The reason I like it so much is because it lets me see what my code does as I type it, an invaluable tool when I was first learning html and was confused on what anything even DID.
Another one suggested by a commentor, good for building website AND sheezy box codes, though the html and CSS get a bit jumbled when you export it.
Templates
When starting out, you probably will be stumped with how to do ANYTHING. Luckily for you, many kind people have free templates for you to mess around with and see what each element does !!- Fool Lovers Templates
One of the biggest website template resources I've come across - Repth Templates
These have responsive(movile friendly) and Static Templates - Pom's Premades
A ton of great layout templates. There are different templates for how many columns you want as well !! - Nonkiru Layouts

Now what if you want to undergo the task of making the site from scratch, or maybe you want to learn about a specific- W3Schools
THE website for learning html, CSS, and much more !! It has a huge list explaining what each element is and what it does, was my main resource in making / editing my site !! - htmlforpeople
A guide from 0 to 100 on making a sitepage. It should explain how to do most basic things and WHY certain things happen the way they do ! It's also got a really nice intro into CSS, though not going too in depth. If you want some basic intro stuff to things like local web servers, PHP, and Javacript it also has you covered - Head.dev

Ads... but for personal sites !! Bombard your page to make it look as busy as possible with this ad cycler that changes every 30 seconds !! - SCM Music Player
Player music all across your site !! It plays on every page as long as you open on a page with the code for it :)
