This is Cecile, one of the main members of the Extinction cast. He is a pakicetus of some kind, not based on any particular species but represents the idea of one. He is a bookish and subdued university student studying library science and living with his parents. He is Cooper's longtime best friend who is slowly drifting apart from her and really everyone he knows. He is a trans man but this is not acknowledged or respected by many people, and because he is a massive doormat (among other issues), he does not make any effort to fix this. He is constantly dwelling within the past and lives for "nostalgia", quietly refusing to move on from periods of his life as he replays his earlier years to cope with the fact that his life frankly sucks and is actively getting worse. He is not very tethered to reality but is pretty functional so not many people have cottoned onto this fact yet.
