A speculative alien plant concept to be developed further for one of my worldbuilding projects :)

I see this as a plant-like organism with wind dispersed spores, so the feather-like structure probably functions like the fruiting body of a fungus. The quills have little sporangia on the ends, and the "feather" sways in the breeze helps shake loose the spores to be carried elsewhere.
